First Step

Delete the file in windows explorer with SHIFT+DEL, if it's not working try delete the file by command rd or rmdr with command prompt. If this first step can't help you, try the second step.

Second Step

1. Booting and restart your windows in safe mode (click F8 when Windows booting)

2. Choose option safe mode and wait until windows appeared in safe mode.

3. Click Yes when system restore appeared, make sure that you don't need to restore your system.

4. Then open your windows explorer (windows folder) which contains the folders you want to delete. Delete as usual (press DEL button). If it's not working and appear screen like this..

5. Click n the right folder that cannot be deleted and choose properties then click tab security.

 6. Click Advanced button, then click tab owner on the appear windows.

7. Click Administrator icon in "change owner to" then checklist replace owner on subcontainer and objects, then click button apply , then ok, if window permision and other windows appeared just click yes button.

8. Delete the folder with SHIFT+DEL
